NILES' WEEKLY REGISTER, Baltimore, May 22, 1819  Inside has over 2 1/2 pages taken up with: "Mitigation of Slavery--No. 3" which begins with a proposition: "That it is true wisdom to exalt the minds of the slaves--to invest them with correct ideals of the moral duties, & encourage them in the acquirement of a qualified property." 
Also in this issue: "Cession of Cuba" "Insolvent Laws" "National Interests".
Sixteen pages, 6 1/4 by 9 3/4 inches, nice condition.

This small size newspaper began in 1811 and was a prime source for national political news of the first half of the 19th century. As noted in Wikipedia, this title: "...(was) one of the most widely-circulated magazines in the United States...Devoted primarily to politics...considered an important source for the history of the period."
