September 09, 1867

SPRINGFIELD REPUBLICAN, Massachusetts, Sept. 9, 1867  Page 2 has over half a column taken up with: "The Amnesty Proclamation" "More Executive Clemency" "The Excepted Classes" which includes the full text of the document, signed in type by the President: Andrew Johnson. Pg. 2 has some editorial comment on the Proclamation as well.
As a bit of history a website notes: On May 29, 1865, following the end of the Civil War, President Johnson issued an amnesty proclamation. Under this proclamation former Confederates who had not already taken advantage of President Lincoln’s 1863 amnesty proclamation could receive amnesty upon their taking an oath to defend the Constitution and the Union and to obey all federal laws and proclamations in reference to slavery made during the rebellion. In September 1867, the president issued a second proclamation which reduced the number of exception categories from 14 to 3.
Four pages, very nice condition.
