March 19, 1817

ESSEX REGISTER, Salem, Massachusetts, a nice trio of consecutive  issues dated March 12, 15, and 19, 1817 on the inauguration of James  Monroe.

March 12 has on pg. 2: "The Inauguration" from Washington City, including: "Under the auspices of a delightful day, yesterday took place the interesting ceremony attendant on the entrance of he President elect of the United States on the duties of his arduous station. The ceremony & the spectacle were simply but grand..." with much more on the details (see).
The March 15 issue has on the front page: "President's Inauguration - Speech" being Monroe's inaugural address, which concludes on pg. 2.
The March 19 issue contains the address of the citizens of Washington the James Madison upon his leaving office, plus: "Mr. Madison's Reply" signed in type: James Madison.
