The top of page 2 has: "THE TREATY RATIFIED" "Senate Confirms the Work of Our Peace Commission" "With Only One Vote to Spare" and more. This was the ratification of the Paris Treaty which ended the Spanish-American War. This treaty was made at the end of 1898 that involved Spain relinquishing nearly all of the remaining Spanish Empire, especially Cuba, and ceding Puerto Rico, Guam, and the Philippines to the United States. The cession of the Philippines involved a payment of $20 million from the United States to Spain. (see hyperlink) This report takes almost an entire column.
