The front page has an advertisement by the "Treasury Department" for: "...proposals...for the building of a Light House...upon the lot of land on Cape Henry...state of Virginia..." and what follows is considerable details as to how the lighthouse is to be constructed (see for portions).

Complete with four pages, this issue has light foxing, minor loss at the blank spine margin, but is generally in nice condition.
