This was a strongly Tory (supportive of the British cause) newspaper which began in 1775 and closed shop in May of 1778 when the British evacuated Philadelphia. This issue is from the last month of its existence, rarely found today.  The front page is entirely taken up with ads, including a notice of a meeting of the Library Company of Philadelphia, which was founded by Ben Franklin.
Pg. 2 has a Resolve from Congress reading in part: "Whereas persuasion & influence...have induced some of the subjects of these states to join...the British forces in America & who, tho' now desirous of returning to their duty...wishing to be...reunited to their country...Resolved, That it be recommended...to pass laws...offering pardon..." with much more (see).
More than half of the back page is taken up with a: "Draught of a Bill for declaring the Intentions of the Parliament of Great Britain Concerning the Exercise of the Right of imposing Taxes within his Majesty's Colonies, Provinces and Plantations in North America." as well as another, reading: "Draught of a Bill to Enable his Majesty to Appointing Commissioners with sufficient powers to treat, consult, and agree, upon the means of quieting the disorders now subsisting in certain of the Colonies, Plantations, and Provinces of North America." (see).
Complete in 4 pages, has some scattered foxing and damp staining, rejoined at the spine, archival mends to the lower right corners not affecting text.
Not surprisingly, being a Tory newspaper the masthead features an engraving of the Royal coat-of-arms.
