* United States Constitution ratification era

A page 2 report under "Baltimore" has the results of an election for the state convention at Annapolis, noting: "...were decidedly of opinion, that the ratification of the Constitution ought to precede any amendments or alterations...". Page 3 has a letter from in Richmond beginning: "All the returns for delegates to the Convention are now received from every part of the State; and...that list is such as will ensure the adoption of the Constitution in this State, by a decided majority..." & more.
Small piece missing in an upper corner causes loss to unmentioned content in the Baltimore report, lite damp staining, untrimmed margins.
