Although the front page has much on the latest events of the Civil War, as well as a: "Proclamation" signed in type by the President: Abraham Lincoln, relating to the draft, the key content is on page 3 which is found the very historic Emancipation Proclamation, the top of  5th column headed: "Proclamation Of the President" "The War to be Prosecuted for the Restoration of the Union" "What He will Submit to Congress' "Renewed Proposals for Compensated Emancipation and Colonization" and which includes the historic document: "PROCLAMATION" signed in type: Abraham Lincoln. In this document he formally declares: "...all persons held as slaves within any state...the people whereof shall then be in a rebellion against the United States shall be them, thenceforward and forever, free..." with the complete text (see).
Eight pages, never bound nor trimmed, some loss at  near margins but no effect to any mentioned content, generally good condition.
