The front page begins with a report of the first commencement of Washington College in Maryland. Over one-third of the ftpg. is taken up with a very nice letter which reflects on the need for this new country to create a governing system. It begins: "Peace and independence being restored on these states after a bloody conflict of eight years; the noise of war & the din of arms now give place to cool deliberations & rational enquiry; the welfare & security of these states are no longer contested in the field...the sword has ceased to be the umpire in our decisions..." with much more.
Large & handsome engraving in the masthead. Four pages, bit irregular at the blank spine, very nice, clean condition.
