The front page has an address: "To the President of the United States" from the military, followed by: "The President's Answer" signed in type: John Adams. Page 2 has a letter to Adams also followed by his: "Answer" signed: John Adams. The back page has an Act of Congress: "Authorising The President of the U.S. to raise a Provincial Army" followed by another to: "More Effectually to Protect the Commerce & Coasts of the United States", each signed in type by: John Adams and Th. Jefferson.
Four pages, a few minor archival mends, never bound nor trimmed.
