Page 3 has a letter to Congress signed by the President: John Adams, followed by a note: "An engrossed bill for extending the privilege of franking to John Adams, now President of the United States, was read and passed..." allowing him free use of the postal system.
Four pages, old tape mends at blank spine inside, otherwise very nice.
