INDEPENDENT CHRONICLE, Boston, April 27, 1809 Page 2 has: "A PROCLAMATION" signed in type by the President: James Madison, concerning a suspension of trade with England (see). Also on page 2: "Orders In Council Repealed and THE EMBARGO OFF!!!" and "Repeal of the Orders in Council!" which begins: "The American Embargo, the Jeffersonian policy, has effectually triumphed. England has felt the 'weapon of America' rankling in her bowels..." with more.
