Page 3 has: "Repeal of the Embargo" "When The Steed is Stolen Shut The Stable Door" "Demonstration" "The Embargo" which is a document signed in type by the President: James Madison, which is actually Madison's request to Congress to end it.
Four pages, minor foxing, nice condition.
