Page 3 has discussions in the House of Commons which includes: "...that there was a disposition in the congress to admit an opening for a treaty without the concurrence of France; and much as that for the benefit of this country to overcome the obstacle by treating with them for a truce of ten years under the temporary acknowledgment. This was an opportunity which ought to have been embraced...It was certainly true that he had authority from a person intrusted by the Congress to declare that they would have no objection to entering into a treaty with this country for a truce for ten years during all which time the claims to independence should be tacitly recognized but not established by a public avowal..." with more (see).
Four pages, folio size, full red tax stamp on the front page, nice condition.
