Page 2 includes: "...vessel arrived at Nantz from America of the safe arrival of General Sir Henry Clinton at Georgia...& that he had disembarked the troops, artillery, etc. & was upon his march with General Prevost to attack Charlestown...and further than General Lee had joined General Cornwallis at New York with near 200 other gentlemen...& had received his Majesty's pardon from his Lordship, but add that they keep a jealous eye over him...We hear that the Congress of the States of America, in order that a conclusion of a general peace, whenever the belligerent powers may be disposed thereto, might not be obstructed or delayed by their distance...have thought proper to appoint the Hon. John Adams, now residing in Paris, minister plenipotentiary from the United States, vesting him with full powers & instructions to confer, treat, agree & conclude with the Ambassadors...of his Most Christian Majesty and of his Britannic Majesty...whatsoever shall be agreed & concluded to sign & make a treaty...for the great work of the pacification."
