The front page has a very lengthy letter to the senate concerning his thoughts on vetoing the Civil Rights Bill, headed: "Our Vetoing President", "The Civil Rights Bill Returned to the Senate Without the Executive Signature", "His Objections to that Just and Patriotic Measure as set forth in His Message" and "He Declares it Unconstitutional, and holds that it Opens the Way to Outrage and Fraud". It is signed in type: Andrew Johnson.

Also on the front page is: "The Civil Rights Bill" and "The Measure as it Passed both Houses of Congress and was Vetoed By Andrew Johnson" which takes a full column.

A noteworthy issue with much good content. Some light staining but generally in good condition.
