Near the top of the front page is a very significant Act of Congress on the history of the United States flag, as it is: "An Act Making an Alteration in the Flag of the United States " to include "...15 stripes alternate red & white . That the Union be fifteen stars, white in a blue field." for the inclusion of Vermont and Kentucky. The Act is signed in script type by the President: Go. Washington (see).
Four pages, various foxing, more so in the top quadrant, never-trimmed margins, nice condition.
