THE EDINBURGH EVENING COURANT, Scotland, May 20, 1775

Page 3 has a report of a "Circular Letter, sent to the Governors on the Continent of America" which includes: "Certain persons, stiling themselves delegates of his Majesty's colonies in America, having presumed, without his Majesty's authority or consent, to assemble together at Philadelphia....redress for certain pretended grievances...you do your utmost endeavours to prevent any such appointment of deputies within the colony under your government...desist from such unwarrantable proceeding..." with more (see). This marks the beginning of the colonists getting together to discuss the many troubles with the England, obviously to the displeasure of the royal authorities. This meeting obviously did happened & was the 2nd Continental Congress in which the Continental Army was created & George Washington appointed its commander.
This is followed by a report: "The Earl of Dunmore, Governor of Virginia, in consequence of the circular letter...Jan. 4, 1775 [cited above], has issued a proclamation, 'requiring all Magistrates to use their utmost endeavours to prevent the appointment of deputies to the Congress...exhorting persons...to desist from such unjustifiable proceedings."
