Rhode Island was the last of the original 13 states to ratify the Constitution. This historic event is reported on page 2 with the item including: "The latest advices from the eastward bring the agreeable and authentic intelligence, that the CONVENTION of the STATE OF RHODE ISLAND, on Saturday the 29th Ult. ADOPTED the FEDERAL CONSTITUTION by a Majority of TWO--Yeas 34--Nays 32" This is followed by another report from Providence which recommends not adopting the Constitution (see).
The adoption is noted by the President with his letter on page 3 which includes: "Having received official information of the accession of the state of Rhode Island...to the constitution of the United States...my congratulations on this happy event, which unites, under the general government, all the states which were originally confederated..." signed in type: George Washington (see). This is followed by another letter from the R.I. President, Daniel Owen (see).
Four pages with some fraying at the margins, and some damp staining.
