* "The Illinois Territory it will be recollected was admitted into the Union as a state, at the last session of Congress--but a preliminary condition for the formation of a state constitution was that it should appear from an enumeration that the territory contained not less than 40,000 inhabitants. It now turns out that the required number of inhabitants are not contained in the proposed state."
