NATIONAL INTELLIGENCER, Washington, June 24, 1851 Page 2 has:
"Commodore Stewarts Report As to the Abolition of Flogging and the
Spirit part of the Ration in the Navy, in answer to a circular of the
Navy Department, dated 29th of January, 1850". Report is signed in
type: Chas. Stewart. Note: Congress abolished flogging in the Navy in
September of 1850.
