HARPER'S WEEKLY, New York, December 29, 1906   There is a front page illustration, "'Constructions of the Constitution will be Found to Vest the Power Where it will be Exercised--In the National Government'" by W. A. Rogers. There are photos of "Two of the Photographs, Dealing with the Vital Question of the Sanitation of the Canal Zone, Which Accompanied the President's Message to Congress on the Panama Canal" and "Notable Paintings in the Current Exhibition of the National Academy of Design, at the Fine Arts Galleries." There also is an illustration of "A Rest From Wind and Sea" by George McEvoy and a double page illustration of "'Obliterate The Lines'" by W. A.
